# clsBenefitJurisdictionCodeMap

`clsBenefitJurisdictionCodeMap` is an extended code map that loads and caches the `BENEFIT_JURISDICTION_CODE` reference table, translating persisted `code`/`code_descr` rows into `BenefitJurisdictions` enum values. Construction is `Friend`-scoped, so callers obtain the singleton instance through the shared `CodeMaps.GetBenefitJurisdictionCodeMap` factory method rather than constructing it directly.

## Purpose
- Load the `BENEFIT_JURISDICTION_CODE` table via `select code, code_descr from BENEFIT_JURISDICTION_CODE` and populate an in-memory map keyed by the persisted code.
- Translate only the recognized codes (`"S"` → `State`, `"F"` → `Federal`) into the map; unrecognized codes are not added, per [BR-POL-014](../../../../business-rules.md#br-pol-014-only-recognized-database-codes-are-admitted-into-a-map).
- Cache the loaded map until an explicit refresh is requested through the shared factory method, per [BR-POL-013](../../../../business-rules.md#br-pol-013-code-maps-are-cached-until-refresh-is-requested).
