SAIF.Business.Utilities is a self-contained VB.NET class library that provides string-formatting and text-conversion helper functions used by other SAIF BOF components. It has no project references, no BOF business-object base classes, and no data-access, UI, or service-hosting responsibilities.

Purpose

• Convert free-text strings to title case, applying domain-specific casing rules for abbreviations, minor words, mixed-case exceptions, and possessive suffixes.
• Provide convenience string-extension methods for proper-casing, capital-letter padding, array-level case conversion, numeric-only checks, and sentence casing.
• Convert numeric amounts into their English-words representation (e.g., for printed check/dollar amounts).
• Consumed by other SAIF.BOF components that need consistent text formatting for names, addresses, and monetary amounts.

Responsibilities

• Encapsulate title-casing rule tables and algorithm in the TitleCase class.
• Expose string-extension convenience wrappers via the TitleCaseExtensions module.
• Encapsulate numeric-to-text conversion and sentence-casing in the mdlTextConversion module.

Key components

• TitleCase: static utility class implementing the title-casing algorithm and its private word-list rule tables.
• TitleCaseExtensions: extension-method module over String, delegating to TitleCase or VB's built-in StrConv.
• mdlTextConversion: module providing NumberToText numeric-to-words conversion and the ToSentenceCase string extension.
