# HoverHelpControl

`HoverHelpControl` renders a "?" label plus a `HoverPanelControl` popup showing static help text supplied directly by the hosting page — unlike `HoverHelp`, it has no dependency on the `clsHelpText` business object or the database.

## Purpose
- Provides a simple, non-database-backed alternative to `HoverHelp` for pages that want to supply help content as a literal string rather than retrieving it from `APPLICATION_HELP_MASTER`/`APPLICATION_HELP_DETAIL`.
- Renders a labeled trigger (default `"?"`) plus a headered hover popup (default header `"Help"`).

## Behavioral notes
- Unlike `HoverHelp`, `HelpText` here must be set directly by the hosting page's code — there is no database retrieval path in this class*.

- Intended for static/design-time help content; use `HoverHelp` when help text must come from `APPLICATION_HELP_MASTER`/`APPLICATION_HELP_DETAIL`.
