ILegalSecurityOverrideService

ILegalSecurityOverrideService declares a legal-case-keyed security override contract shaped like ISecurityOverrideService, but has no implementation anywhere in the repository; any consumer must supply an external implementer.

Purpose

• Declares override CRUD operations (GetSecurityOverrideById, GetSecurityOverrides, CreateOverride, UpdateOverride, DeleteOverride) and validation helpers (IsValidClaim, IsValidUserId) keyed by legal case number, mirroring ISecurityOverrideService**.
