# BillNoteValidator

Validates a bill `Note` entry, requiring non-empty note text capped at 600 characters. It has no constructor dependencies and performs only in-memory string checks, making it a lightweight, self-contained validator used wherever a plain bill note is captured (distinct from note-modification requests, which carry richer category/type/contention rules).*

## Purpose
- Requires `NoteText` to be non-null and non-empty.
- Enforces a maximum length of 600 characters on `NoteText`.

## Context
- Namespace: `SAIF.Services.Claims.Bills.Validators`
- Assembly/package: `SAIF.Services` (packaged inside the `SAIF.SAIFCode.Core` NuGet package)

## Public members
| Member | Signature | Purpose |
| --- | --- | --- |
| BillNoteValidator | `BillNoteValidator()` | Wires `NotNull`/`NotEmpty` and a 0–600 character length rule for `NoteText`.* |

## Behavioral notes
- Validation is enforced via FluentValidation's `AbstractValidator<T>` base.*

## Constraints and usage notes
- Takes no constructor dependencies; validation is purely structural and does not consult external data sources.

> **Note:** Statements marked with * were inferred from code structure, naming conventions, or
> contextual evidence where direct confirmation was not available in source artifacts. Statements
> marked with ** could not be confirmed; treat as unknown until verified.
