SQL-194: Retrieve ErrorGroupEnvironment

This statement retrieves ErrorGroupEnvironment rows — unfiltered for the EnvironmentsByGroup property, or filtered by group code for GetEnvironmentsForGroup — called from OnlineSupportRepository. OnlineSupportRepository is registered against the Oracle provider (user GEN).
