SQL-197: Retrieve FileRequest via LoadTaskMailIDList

This statement retrieves the most recent FileRequest for a paper file matching a given policy number, joined to PaperFile to filter by policy number. It is called from AutoImportHelperService.LoadTaskMailIDList.
