SQL-261: Retrieve Policy

This statement reads a single POLICY row by policy number, used to attach the policy to legal-task data for a claim in LegalTaskService. It is issued via NHibernate LINQ from Services/SAIF.Services/Legal/Tasks/LegalTaskService.cs, at two call sites (FillTaskData and UpdateTask) with the same shape.
