If you are trying to get this to build and your nuget config is still configured for TFS_ROOT you will need to run this command to remove that setting:

nuget.exe config -set repositoryPath= -set signatureValidationMode=accept

To set TFS_ROOT back, run this command:

nuget.exe config -set repositoryPath=c:\tfs\.nuget\packages

Produces nuget SAIF.BOF.Framework
