Link one legal case to another as a consolidated case, cascading a case-status update.

Steps

  1. Validate the request against applicable business rules: BR-CLM-LGL-025
  2. On failure: validation errors are collected and returned to the caller; the operation does not proceed.
  3. Execute the underlying data access for clsConsolidations against: DB-CLL-056, DB-CLL-057
  4. Tables affected: CONSOLIDATED_CASE, LEGAL_CASE, CASE_STATUS_HISTORY
  5. Return the resulting object graph (or success/failure status) to the caller.
