Dependency risks and notes

• Premium depends on Rating, not the reverse.
• build-vars.yml uses AppName: SAIF.BOF.Business even though the same file points to the Premium solution and project.
• The library has no <ProjectReference> items; dependency flow is package-based rather than same-solution compilation.
