HoverPanelControl

HoverPanelControl is the titled variant of HoverPanel, adding a header bar and indentable content — used by HoverHelpControl wherever a hover popup needs a visible title rather than being purely content-driven. It inherits the same always-hidden, high-Z-INDEX, unencoded-content rendering model as HoverPanel. (BR-AJAX-014, BR-AJAX-015)

Purpose

• Adds a HeaderText title bar above the popup content, letting callers label the popup (e.g. "Help") rather than relying purely on content text.
• Adds ContentIndentPixels to control left-indentation of the content area independently of the base panel's width.
• Otherwise renders unencoded ContentText in a hidden, topmost popup exactly as HoverPanel does. (BR-AJAX-015, BR-AJAX-016)
