SQL-359: Update RctPolicyToTransmit via UpdateRctPolicyToTransmit

This ORM statement updates a RCT_POLICIES_TO_TRANSMIT row's policy period effective date and market type for a policy to be transmitted, executed from Services/SAIF.Services/Rct/RctPolicyToTransmitService.cs (L66).
